Pardon me for posing a newbie question on a topic well known to forum old timers, but what is the minimum curve radius on section 1 of High Speed?

From Googling, I know it's 4000m on the 270 km/h part of section 2, but presumably it's greater on section 1 as it runs at 300 km/h?

Your googling is inaccurate I'm afraid. Minimum horizontal radius for both sections of HS1 is 2300m. Cant deficiency for 300km/h at that radius is 160mm. Max speed on section 2 is 230km/h, not 270. Hope that helps.

Dumb question time, why is Section II not going to bother being built for 320, 360 or 400km/h like the rest of the line?

I believe that since its almost all in tunnels it was decided to save money by only sizing the tunnel cross sections for 230kph.

Especially with domestic trains apparently chalked in for 230kph at the time.
