extracts from BBC News report said:
Two bus companies in Cornwall and Hampshire have had their licences revoked by the traffic commissioner and their director disqualified.

Director Michael Bishop has been disqualified from holding or obtaining an operator's licence.

The written decision by traffic commissioner Sarah Bell follows a public inquiry on 10 September.

WGL, based near Newquay, is currently in administration and Eastleigh-based BVTL is in liquidation.

Thanks, first I'd heard of the bus losing its wheels, and 4 attempts to pass an MOT is shocking.
Assuming a Solo was involved as referred as a minibus, and can't think of any other minibuses,

The lack of MOT is interesting, because I heard from a friend at First, that First found a couple of the buses hired to them turned up with no valid MOT

Apologies, I don't know how to do links. The report I saw was on BBC Cornwall website, which is not usually the quickest with breaking news, so I assumed was more widely available.

Having now read the enquiry report, I can only feel sadness that Western Greyhound ended in that way - better that it went under when Mark Howarth was still ostensibly in control than this sorry postscript.
As for Mr Smith/Jones, I can only say Alas, and you probably have to be knocking on and familiar with comedy television of the 1980s to get that allusion!

The report gives the impression bishop may well have been fronting the business for smith/Jones, as he was not a fit and proper person due to his counterfeit money conviction.

Interesting comments about Mark Howarth. Basically says he's retired so they won't do anything, but will "revisit this in the unlikely event he returns to the industry".

But she also went out of her way to mention his standing in the industry, recently recognised again by that award from his peers. I guess he was trying to salvage something at the end and was clutching at straws when Bishop made his 'offer'. I can understand that: might have done the same myself in his position.

What seems clear from the report is that whilst all wasn't rosy at either Velvet or WG, both Phil Stockley and Mark Howarth did attempt to operate properly and to the correct legal requirements in terms of vehicle maintenance and service reliability, at least in the past.

Phil Stockley is basically exonerated in so far that whilst issues had been encountered, he had attempted to resolve these professionally and had responded to the TC's instructions. Mark Howarth's repute is based on his long standing record and that of WG. That said, it was clear in later days that despite the understandable impact and laudable attempts to resolve things, the fires had been destructive in terms of service reliability. That is still regarded as a major issue, and that the TM claimed to be "in name only" is perhaps what stands out.

However, it is Messrs Bishop and Smith/Jones that are the main target of the report. Mr Smith/Jones is obviously a convicted fraudster who only avoided jail for using and possessing counterfeit notes because it would put other people out of work at Velvet http://www.dailyecho.co.uk/news/11450476.New_owner_of_bus_firm_avoids_jail_over_fake_cash/
The pair have a lot of history, not least in Buses Etcetera in Surrey where Smith was a director and Bishop the ops manager. That seems like a decent firm and is still going though neither have any involvement now, though there were a few issues there when they were.

Mr Bishop was also involved in Countryliner in Sussex. A less than quality operation and also failed.

Given these litany of failure, I'm not surprised that TC's will be very interested in any return to the industry that either may wish to make.

'Attempting' to run compliantly is not good enough and an insult to all those operators who invest substantial monies to make sure they do satisfy the requirements enshrined in the legal obligations of holding an O-Licence. A firm is either compliant or it is not, and from what I see both WG and Velvet fell clearly into the latter category regardless of owner.

Stockley does not come out of this sorry saga 'basically exonerated' as you say, either.

Well, perhaps I was being kind to Phil Stockley. He has been formally warned and there is no excusing the gaps in maintenance.

Two catastrophic fires would have been difficult for any business to survive and whilst businesses should comply fully, the TC has clearly had to acknowledge the impact of that.

It is a great shame that no-one has ever come to trial following either of those two fires, even if no convictions resulted. Any 'evidence' produced would have been compelling for those of us who've followed WG's rise and fall over the years. From personal experience of what should have been a long and complex fraud case in Cornwall (NOT Crown Currency) that got closed down, and listening to a recent edition of 'Law in Action' on Radio 4 it is apparent that the Crown Prosecution Service is in tatters through cutbacks, nowhere more so than in the West Country, so the arsons will probably remain officially 'unsolved'.

On the subject of Sarah Bell's report, I believe if you click 'read only' rather than download it will come up - it did for me, anyway.
