Lest not forget that the current situation for travelcards is very closely monitored by TfGM that carry out frequent passenger survays about what tickets the're travelling on etc. so that money is shared out fairly between operators. These would be able to continue for rail services in the TfGM area if needed. Or conductors could be provided with readers for when they check tickets. Since a lot of operators cross over on some routes out of Manchester, such as Manchester - Stockport with NT, TP, VT, XC, AW and EMT on the route.
