Metro Mayor's - Can they propose new stations?

After reading the 5 new stations opening, inevitably there's a lot of posts saying "why wasn't X opened?"

A lot of stations have been proposed over the years in the Metro Mayor areas. Especially Merseyside. On the speed of the announcements in the past this will take 100s of years to bear fruit! Do the new mayors have the power to put proposals forward for stations?

I Personally think reopening Ditton is a no-brainer myself with the tolls on the bridge due.

Nothing to stop them putting forward a proposal. What happens if a Mayor puts in place a PFI under the new rules will be interesting, unless the PFI approach is only valid once the decision to build has been taken (I hope not).
