Merseyrail on board ticket sellers

Travelling on a Merseyrail service this morning, guy with a ticket machine going through selling tickets. Not a penalty fare guy more like the old AFC job.
How long has this been happening?

They will be RPO's who would ordinarily PF somebody without a ticket but I suspect they've been briefed about a ticket office closure so are obliged to sell a normal priced ticket.

Theres frequently stations left unstaffed on Merseyrail so chances are it was a result of that
