By your own definition: 0 ÷ 2 = 0 with no remainder, hence zero is even.
The question in the OP is meaningless without context. Both zero and -1 are correct. Neither is closer to -0.5 than the other. It comes down to common practice. With positive numbers, common practice is rounding halves up, but there is no such thing for negative numbers AFAIK so both can be the correct answer.
I am surprised that so many people are sure that the answer is -1 and not 0.
your both incorrect, zero is not an even number. I will provide supporting evidence when I am at my laptop rather than my phone, you can not divide zero by any number. Go stick zero divide by any number into excel or a scientific calculator you will get a !div0! Error.

Wrong way round. You can't divide anything by zero but you can divide zero by anything.

Absolutely. If you had a cake and no-one wanted any you'd be left with a cake (one divided by zero equals one????). If 5 people wanted cake but no-one had baked one, none of the five would get any (zero divided by five equals zero).

, for example if you were decorating and need 7.2 rolls of wallpaper you'd round this up. If you were measuring for how many cupboards would fit along a wall, and you came out with 7.8 you'd round to 7 as 8 will not fit. This applies to positive and negative numbers so there is no correct answer without context.Rounding should always be done in context
I split the decimal places up evenly so
0.0 to 0.4 (5 decimal places) get rounded down (to 0)
0.5 to 0.9 (5 decimal places) gets rounded up (to 1)
Because -0.5 is below zero then it becomes
0.0 to -0.4 gets rounded up (to 0)
0.5 to 0.9 gets rounded down (to -1)
Its all a question of trying to keep things averaged as evenly as possible.
I have read on a bit since my previous post, and now found it is highly disputed whether zero is odd or even, the text book gives both arguments. Its argued it is even because splitting 0 between 2 they both get zero. The other side uses the cake example that if you have no cake you cant split it between two people as there is nothing to split so therefore can not possibly be even, as to be even 2 people should both get a portion.

It's not highly disputed. You are the only one claiming it is not even. The rest of the world looks to see if there is any remainder after dividing by 2, and if not then it is even.
As mentioned I am quoting a degree level text book. there is nothing to divide by 2,
