The handbrake in the van is only used to secure the train should the loco be shut down or detached when running round. The guard will only access it when stationary so the lack of gangway doesn’t matter.
Your opinion seems at a variance to that of "43096" but no matter. Yes, I understand that a guard can work from a train without the normal emergency equipment, ladder, axe, rope, scotches etc if the brake vehicle becomes defective en route. Using 6348 in that scenario is understandable. I don't think it can be described as brakevan for any other reason than it has a handbrake for securing it's adjoining vehicles though. I imagine it doesn't have heat and light now PA facilities.

Anyway.
