Manchester to Cardiff 17/11

According to TfW and National Rail there are planned alterations to services between Crewe and Shrewsbury between 14th and 18th November, with some services replaced by buses. However, when looking at the timetable for the 17th there don't appear to be any buses scheduled. Instead, almost all Manchester to South Wales services are diverted via Chester and terminate at Crewe, that is apart from a tiny handful of services which still seem to be scheduled to run, including the 20.30 MAN-CDF service. I am toying with booking the latter, but am concerned it might be in the schedule my mistake? Can anybody some light on this?

Almost certainly means that the revised times haven't been finalised, perhaps because finding a path has proved difficult.
I would be confident that the trains (or at least the travellers!) would be routed via Chester.
In the case of the 2030 it might follow the pattern of other services and leave Crewe in time to pick up its path from Shrewsbury - or rather later because there is a Holyhead-Birmingham at that time. Or even be retimed to reach Shrewsbury to connect with the 2309 thence. If any of these options would cause you problems, don't book yet!
