Manchester - Sheffield NPR plans

According to the table in this: https://www.railjournal.com/in_depth/levelling-up-the-north, the aspiration for NPR service from Machester to Sheffield is 4tph taking 40 minutes, requiring 'significant infrastructure upgrades'. What sort of upgrades would be needed for this frequency and journey time?

Given that the best current time is 49 minutes, and that the route is generally quite slow, it may just take resignalling (as planned already for the hope valley) with a few speed restrictions taken away, rather than any major work

Looking at the Network specification, it looks like the route is about half 40-75mph (I think about 70 probably) and about half 80-105mph (probably at the lower end), so resignalling could easily (IMO) cut 9 minutes off times
