No. The main comparison is whether or not we should lose heavy rail fast services on the CLC leaving only painfully slow all-shacks tram services.Like for like, certainly. The comparison being offered is 1 or 2 tph of "proper" trains, or 4+ per hour of trams/ tram trains. On most suburban branches around Manchester, 2tph is about all you could hope for because of the constraints around the central area. Doubling (or more) that frequency could result in a much better overall offering, even if the vehicles themselves haven't improved.
Manchester to Warrington Bank Quay is a good 10 minutes slower than Manchester to Warrington Central, and Bank Quay is a good 10 minutes walk fro the town centre. - so that would be a much worse option than what we have now.
