Manchester - Cardiff is not an intercity route by any definition, except that it links two cities - with an awful lot of villages, small towns and countryside in between.
It performs many functions; I would be surprised if more than 10% of the people on a train leaving Manchester were heading to Cardiff and beyond.
It's nothing close to Scotland or Birmingham - and not within a million miles of the London service (27 electric cars per hour, compared to 2-4 diesel ones). Bristol would be leagues ahead too, not even considering Leeds, Liverpool and Sheffield.
