Is an 'any permitted route' off peak reurn valid via Maidstone-Paddock Wood-Tonbridge-Redhill-Guildford-Reading as well as via London?

I know that several years ago there used to be a 'not valid via London' ticket, but this hasnt turned up in the Southeastern journey planner when i checked a moment ago?

There is still a 'Not via London' fare from the Paddock Wood cluster to Reading, so Wateringbury is the first station on the line where that slightly cheaper ticketing option is available, rather than having to use the 'Any Permitter' fare.
