Machine Controller no Paperwork

Hi, just wondering if anyone can enlighten me. I was supposed to be on a flail shift but cancelled it as the Machine had the correct EAC paperwork but the flail attachment had no paperwork with it eg No Product Acceptance form. Am I in my rights to have cancelled it? And is that the correct paperwork I need to be requesting as I’m new to the MC side of work
