I know this thread is a bit late, as it was published in August, but London Travelwatch have published a 63-page report on customer perceptions of value for money on London's transport services.
The Metro or Evening Standard (I forget which) today appeared to quote from it, saying that LTW think that it'd be a good idea to be able to buy annual Travelcards and spread the cost over 12 monthly payments. Whether they have also only just found the document or were saving the story for a rainy day I don't know
