Forgive me if this has been answered before, did a quick search but didn’t find anything.

Enquiring for someone else who purchased an off peak return from Manchester Piccadilly to Brighton issued by a ticket machine just before Christmas but has lost the return portion. Staff at Brighton say nothing can be done but National Rail Enquiries and my own inspection of the latest National Conditions of carriage would suggest otherwise. The person concerned can prove her purchased as it’s on their bank statement. Also not sure who administers tickets at Manchester- Arriva?

Any suggestions?

All that proves is that they paid a certain amount of money in one transaction. It certainly doesn't prove that the return coupon doesn't still exist - for example, it might been given to another person.

If the ticket was issued correctly (ie, your acquaintance received a valid return coupon at the point of purchase) then this is irrelevant.

What part of the national rail conditions of 'carriage' (it's conditions of travel now) do you think mean anything can be done?

This is one of the few advantages of etickets. If you lose it show it in your phone or print another.

No, nothing can be done. If you lose a paper ticket (excluding monthly or longer seasons) that's it.

4.5. If you lose or mislay a Ticket or it is stolen, it will only be replaced or (subject to the specific conditions associated with the Ticket) refunded provided that the original Ticket can be cancelled. In such cases you should apply to the Train Company or Licensed Retailer from where it was purchased.
4.6. Special conditions apply to Season Tickets and more information

So it’s not true to say that a lost ticket can never be replaced. In fact this happened to me at Brighton station last year. Somehow between getting my ticket from the TVM and buying a cup of coffee I either dropped the return portion of my ticket or left it in the machine. I went to the ticket office and they replaced both portions no question.

It is not possible to cancel a lost/stolen paper ticket, so this does not apply. The reason it can be done with seasons is because they are associated to your name/photo via a photocard, so if found they are not valid for the finder.

Some TVMs issue barcoded e-tickets on an experimental basis. If you could identify the ticket number, that would be cancellable, so this might be an odd exception.

That sounds like a member of staff doing it for the purposes of good customer service. It is not usually done.

Another possibility is that the TVM didn't actually print the return portion (rather than you losing it), and they were able to identify that that had happened and reissue on that basis. Sometimes this does happen.

They very much used their discretion there. Technically you were allowed nothing. A paper return ticket cannot be cancelled without holding the ticket, so is not covered under that condition.

There is no entitlement to have a lost paper return ticket or part thereof replaced, not least because there is no evidence that the "lost" coupon is not in fact being used by someone else.

If and to the extent such a replacement has occurred in the past, it would have been as A gesture of goodwill.
