In the vague hope London Victoria might be redeveloped in the not too distant future, I have always thought two fairly obvious options are:
1. To introduce a southern entrance at the far end of the platforms.
2. To dig out an undercroft in the main concourse and send arriving passengers for the tube into that straight out of the platforms. Ideally you would also have a tunnel through to Cardinal Place but is probably too late now as it should have been done with the tube scheme. This approach would effectively make the station one way on each floor.
