Certainly at Moorgate, i use it regularly from Kings Cross using the Circle line. This is my point; i can travel to Moorgate so can i then exit at Liverpool Street after walking through the Elizabeth line tunnel?

Therefore @greyman42 is perfectly entitled to exit at Kings Cross and use the Underground to Moorgate (even if their ticket might not automatically work the barriers).

The question is whether they are entitled to walk to Liverpool Street and exit there, and I cannot see any legal grounds for saying that this is not permitted; the Routeing Guide etc. limit the trains you can take, not the station entrances or exits you can use.

This answer is wrong if the ticket is issued to London Terminals. Tickets from York to London Terminals have validity between Finsbury Park and London Terminals, which additionally allow travelling on the interavailable tube route between King's Cross and Moorgate, just like a ticket from Welwyn Garden City.
