Why is London Euston to Watford Junction a London Overground brand and London Liverpool Street to Shenfield a TfL brand?

Why is London Euston to Watford Junction a London Overground brand and London Liverpool Street to Shenfield a TfL brand?

Because Liverpool Street to Shenfield is going to become Crossrail but can't be called that yet as it isn't finished, Watford to Euston will remain London Overground
