How about ANPR (extra cameras on the system already in place for the congestion charge) enforced by immediate loss of cab license unless there is a very good excuse.

Would a good excuse be that the passenger in the cab required to go to the destination in Oxford Street or similar. What if the taxi had a disabled passenger in the cab with a wheelchair? the camera would pick up that the cab had entered the restrictred area but how would the cabbie prove the passenger was disabled?

The point is that they can only use the section of the road that they need to pick up or set down on; they cannot use it as a through route. If they only travel down one such section then there is no problem.

Taxis could be banned on very short sections between adjacent side streets, or could be allowed in one direction on longer sections. In combination these would make it impossible for a taxi to use Oxford Street as a through route other than for very short distances, but still allow one to get very close to any particular place on the street.
