london bridge live rail question

Whilst waiting approx halfway along platform 2 at London Bridge for the arrival of train. I noticed on the live rail it had another section of rail painted yellow laid alongside the shoe ramps either side of a section gap. On this piece of yellow rail was written "short circuiting bar must not be used here". Anyone know the reason why? What is the difference between placing a short circuiting bar here as opposed to a few metres further up the track?
