LNER Delay Repay - 30 minute threshold?

I was delayed into KGX 17 minutes yesterday from a late running LNER service, I haven't taken LNER in a long time but was surprised to learn there is no delay repay entitlement for 15-29 minutes delay? I thought this was the norm for TOCs, and that only private operaters like Hull trains, grand central, or Lumo required 1h+delay for delay repay? Has this recently changed? And will this spread to other operators with nationalisation?

For LNER, it's 30 minutes. Can be 15 minutes with other TOCs.

Several TOCs still have this at 30 minutes, which is apparently rumoured to be the threshold GBR are considering setting compensation it. Crosscountry and Scotrail also have 30 minute delay repay.

Lumo pays out at 30 minutes.

Grand Central are the only long distance TOC with a stingy 1 hour threshold. Kind of reflects their attitude as a company!

Merseyrail and TfL (London Overground and Elizabeth line) have more generous thresholds if you're making a journey within their network. They apply the NRCoT minimum for journeys beyond it.

For LNER, it's 30 minutes. Can be 15 minutes with other TOCs.

Was it always 30 minutes? I thought they changed along with quite a lot of TOCs in late 2010s
