'In the run up to the publication of the 1947 Transport Act, the LNER (backed to a lesser extent by the LMS) advanced and argument that we would recognise today.
In the paper titled The State and The Railways, it proposed that nationalisation should be based on the 'Big Four' companies selling their infrastructure to the State, while they continued to run the services for which an access fee would be paid. The Labour government of the day had no intention of agreeing to this model.'
