BR fares states that for the SVR (£92.90): “NO ARR IN LDN EUS PRE 1000 M-F”, however the restriction is VK, which National Rail states not valid for trains to arrive “after 04:29 until 10:25”.

I assume the latter is correct?

The capitalised version is the shortened version which is sometimes displayed on TVMs or other retail locations to summarise the restriction. Clearly, it's not accurate here!

The legally binding restriction is whatever is displayed on nationalrail.co.uk/VK at the time of purchase, or any other information given to you at the time of purchase (e.g. TrainSplit gives a cached copy of the restriction I believe). Anything else is purely informative and is not binding in any way.
