I wonder how many of those people littering are the same people who jumped on the environment bandwagon when it meant they could get a day off school ‘protesting’
Steady on old chap, I reckon it's fairly safe to say the littering around beaches, car parks and in Liverpool isn't caused by environmentally conscious 12yo children. Still, it is fascinating you immediately blamed the group you don't agree with, I have to say!

Littering goes up when council budgets go down. The only ones who'd be upset at councils having a bigger environmental budget are those numpties who think austerity is great. So, the Tories
Part of it, though, comes down to "broken windows" ie if there is litter there already, some people will think it acceptable to add to it.
I'd say a lot of it does, actually. If you see an area with overflowing bins that the council clearly haven't emptied for weeks, people are going to add to it. If the council don't care, why should they?
People generally take the path of least resistance. If it is easy and convenient to dispose of rubbish responsibly, they will do so. If it isn't, they won't.
On a big scale, you see increases in fly-tipping when councils restrict use of household waste sites. To cover budget issues some councils are charging up to fifty quid to dispose of a fridge/freezer, needless to say instances of fridge/freezers getting tipped in hedges goes up just as quickly as the fees do.
On a smaller scale, it's the same. Modern trains have tiny stupid little bins, if they have any bins at all, and big stations don't have bins either, so people leave rubbish on tables.
