Litter tax for railway stations?

I totally agree that something has to be done because its the fast-food culture is the source of 95% of throw-away litter. Now I dont believe in zero-tolerance as it is avery blunt weapon to use indiscriminately by some moron in a hiviz jacket.
I would propose a litter tax on all take-away type establishments BUT ... if you then hand the rubbish back , you get the tax back. Make it simple, the tax would be £1 say so no messing about.
So it follows that if you in a hurry then take rubbish home and next time you buy FF simply hand yer rubbish into next FF establishment. All establishments liable for anyother FF rubbish so effectively you could hand in McD rubbish into BK or KFC etc. You walk into a FF retailer with yesterdays rubbish, buy your takeaway and hand in yesterdays rubbish and DONT incur any tax because you are rubbish 'neutral' !!
Would even encourage those less well off to collect FF rubbish and take it back for the £1 refund ..... just like 'pop bottles' of Tizer or Ben Shaws or Vimto in the 60's!! I did it in my kiddy-yoof and got 6d for every pop bottle. We even went bottle hunting on weekends!!!

Basically rubbish in + rubbish out = no tax. Zero rubbish in + rubbish out = £1!!

This would just lead to railway station food becoming more expensive.
I rather doubt that food outlets want people coming in with (potentially several day old) rubbish with food remains in either, or for their time to be wasted haggling over £1 for some manky scrap of packaging that they don't really want, when they're trying to make a profit selling food.
I also would cast some doubt that fast-food is 95% to blame to for the litter problem.
I daren't even think of the bureaucracy needed to handle the record-collection and transfer of funds between net sources and net sinks of this rubbish...

A far simpler is solution is just to have more bins around the station.

A Fat food outlet would never take another's rubbish due to cross contamination Just like they would not allow you to eat or bring something bought from outside it's premises.
A £1 for some others waste that may have contaminated and spoiled food inside would not be worth it.

Agreed, but I still think it is better than charging more to the vast majority of decent people.

Agree, why should the majority of decent folk suffer ( as per normal), perhaps it might be an idea to authorise railway staff to issue an on the spot fine to any offenders caught in the act! :D
