I'm trying to get a complete list of companies operating public passenger railway services, including trams, U- and Stadtbahns, in Germany. If there's any heritage operators which might be in doubt, I'd include it if the Deutschlandticket is valid (whilst including non-Deutschlandticket intercity operators as well).

I'm not focusing on listing every operator in every state, or on the particular distinctions between trams, tram-trains, Stadtbahnen etc.; just ensuring that nothing is missed out.

Somewhere in the depths of the DB website there is a detailed list of services the various Laendertickets /D-Ticket are valid on (and, I think, also which they are not). This also includes the operator.

Good suggestion; I've found the list.

KVV (Karlsruhe, Stadtbahn)
KVV is not an operator, but you could add SWHN (Stadtwerke Heilbronn, Stadtbahn).

Hohenzollerische Landesbahn
This doesn't exist anymore.

Apart from that I'm missing Rurtalbahn, RheinRuhrBahn, Westfalenbahn, Regiobahn, Westerwaldbahn, TRI, Transdev S-Bahn Hannover, metronom, trilex, Erfurter Bahn, Südthüringenbahn off the top of my head.

Here's an overview map (although it does have some mistakes too) https://www.schienennahverkehr.de/w...aeger-Eisenbahnverkehrsunternehmen-2026-1.pdf

Thank you, especially for linking the map.

Would SÜWEX be counted as a separate operator in the way GTR's brands are in the UK, or just as part of DB Regio Mitte?

Do MÁV, Slovenske železnice, HŽPP or Trenitalia have enough of a role in Stuttgart and Munich sleeper services to count? For daytime services, I thought all of the Germany to Italy services were DB-ÖBB (from Munich) or SBB (Frankfurt – Milan).

For things like Zgorzelec - Goerlitz (trains terminating from the east at Goerlitz) surely it’s a Polish operation.
For that example, DB Reiseplaner says Trilex Die Länderbahn, Polregio, or Koleje Dolnośląskie.

The rolling stock and the staff is Polish, but that doesn't necessarily mean the operator in Germany is Polish.

Görlitz is mentioned on KD's and Trilex's timetables, and on Polregio's map.

Vias, Eurobahn and National Express seem to be missing in NRW.
Two are listed under RLP, but I'll add Eurobahn.

For the sake of about 700 metres at the end of a long Polish journey I doubt they’d swap operators unless regulations forced them to. Likewise the Dresden - Zgorzelec trains terminating just over the border the other side.

AFAIK they need an operator that has the appropriate licences in Germany to run a train there.
Although there can be a difference between the commercial operator (mentioned on the ticket and in the planners) and the technical operator (the one that has an operating/safety licence). E.g. European Sleeper use TCS in the Netherlands, Belgium and Germany, and until last year, ČD in Czechia. Not sure whose licence they use in Czechia now. Commercially though it's European Sleeper throughout, and that will show on the tickets.
That also begs the question which kind of operators should be on the list.

The fact that, in general, services continue 1 station across the border in each direction suggests a reciprocal acceptance to me.

AFAIK there's no such thing for safety licences. Commercially, they could all be separate: DLB, Polregio, KD
