You can view them by looking at the station on brtimes.com, these are what are in the industry data. As far as I know there is no official published site.

The various Timetable Planning Rules documents can be downloaded from the Network Rail website. These contain the minimum connection times (or connectional allowances) for each station, including TOC specific variations.

Where no value is shown against a station, it's the default of 5 minutes.
