a yellow cylindrical object with a short pipe (or whatever it is) that leads to the side of one of the rails. at a distance it has an appearance similar to a vacuum cleaner.

Sounds like a flange greaser to me. Used to lubricate the wheel flanges reducing wear (and squeal) on the rail as trains go round curves

Seriously, driver9000 is probs correct.
But without a picture (even a crappy phone pic might help) or other info, its hard to be sure.
Where is it? What is significant about the track there? Is there a crossover, curve, signalling, electrified OHLE or 3rd rail, etc?

I guess you mean the horizontal cylinder type of vac too, (and not the uprights or "Henry"'s that seem tobe more popular at present).

Thats an termination board at the end of a temporary speed restriction and means the train can resume line speed after passing the sign.

I did wonder if it was something to do with a TSR, but the trains seemed to be going at the same speed they normally do on the part before the sign.

the flange greaser pic is indeed the item i saw. it was just outside Carmarthen station before the curve that rounds past the signal box

The TSR could have been raised or removed early. Certainly I would not expect the train to be running at more than the speed displayed at the C board until the whole of it ha spassed beyond the T board.

Although we have TSRs booked for several weeks sometimes, as soon as the track is in good enough condition I either raise or take the speed off.

Drivers on here may have seen some of my restrictions go from the booked 20/40 to 20/60, 40/80, 50/100 or even 50/125 !

We like to get the speed off as soon as we can, even if just for passenger services. Other areas don't operate that way, and we gain nothing other than personal satisfaction from raising the speed.

Thinking about it, I could see a similar sized and coloured sign quite a bit back, but lying face down on the ground.
