What would you expect the TOCs to do at a station they don't manage?

I'm not sure what the governing council is (or SFO either)? Could you clarify?

He hasn't replied but I imagine by governing council he meant the transport authority and i find the names of these so similar, (metro this and metro that) that I too can't remember which is which as they often don't say where they are geographically.

On the SFO - 'Serious Fraud Office'?

Yes since the 18th Nov free parking in Leeds on Sunday has gone by the bye, although £2 is still pretty reasonable

Why did it change then? Most LA's do the opposite (make it free for the Xmas period).
