What train lines in the UK have the least annual ridership?

How are you defining "line"?

Looking at the ORR station stats the following 'lines' are very quiet:

Far North Line (Thurso and Wick)
Kyle of Lochalsh branch
West Highand Line

Grantham to Skegness
Ely to Norwich
Cornish branches
Newcastle-Edinburgh (local services)

Grantham to Skegness is heavily seasonal however, it can get quite busy in the summer but is dead in the winter.

Looking at the ORR station stats the following 'lines' are very quiet:

Ely to Norwich

Not likely, while a majority of the stations are the comically small unused tyle (Shippea Hill, Lakenheath, Eccles, Harling and Spooner) but the others, especially Thetford and Wymondham are busy most of the day. It often manages full and standing 3 car 170s on week days so isn't exactly quiet.

With regards to Norwich to Ely is have used the Liverpool to Norwich service a few times between Ely and Peterborough and I would say on them times it is at least 2 thirds full, with very few getting off at Ely.

That's because they don't exisit (yet...hopefully)
You may mean the Newcastle - Chathill services, which I do believe are pretty quiet, especially north of Morpeth

Living on the line (Heckington) I can say it is NOT dead in the winter. Butlins is all years round and on some trains it is impossible to find a seat , even in January !

The winner has to be Rickmansworth to Croxley on the Met, 1 commuter and maybe one other passenger a week.

For the Monday to Friday southbound 1 or 2 on at Chathill, repeat at Alnmouth. 1 passenger a month at Acklington even though it's picked up recently to a steady 1 a day. About 10 at Widdrington, same at Pegswood then 60 - 70 on at Morpeth and 40 - 50 on at Cramlington. All seats taken after Cramlington on a 156, bedlam if it's a 142
