Just remember that by cutting down trees and bushes & killing off all of the other shrubbery, that of course you will be killing off the root systems, that are absorbing a lot of ground water and holding the embankments together.

So you may well see an increase in landslides/landslips, which will cause delays due to ESRs being implemented.

Yeah those same roots that expand in and contract with the seasons weakening the embankments and destabilising the track above.

Slash and burn is a very bad idea, controlled removal over a period of time (so other plants have time to grow) is the, rather expensive, way to do it.

But we will see an increase in ESRs if we do nothing!

Some trees (and roots) are good for the embankment, many are very bad indeed!

Popular railway myth. A good chum - a railway geotechnical engineer - confirms that trees in cuttings and particularly embankments do more harm than good to earthwork stability.

What does cause problems is not removing the main rootball when de-vegging. These then have a propensity to run down the slope some time later.
