Romford has 2 spoons next door but one to each other with another pub/bar between them. One masquerades as a Lloyds no 1 and must be one of the few spoons with the toilets on the same level as the bar. As I don't know if it's just me but every spoons I seem to go into getting to the toilets seems to involve climbing at least one flight of stairs.
I was recently in Barnstaple and they had 2 Wetherspoons and that only seemed like a small town.

Moon Under Water in Milton Keynes has toilets on the same level as the bar. As does Victoria station's Spoons.

I dont know the definitive answer but, personal opinion only, the occupants of the town without one of these establishments should count themselves lucky.

Their Jack Daniels sauce is liquid crack. Used to eat there all the time just to drench food in that lovely syrupy sauce. *drools*

But now that I cracked (no pun intended) a copycat version, I don't see any reason to go there anymore. Too many calories.
