Is Lancaster station a penalty fare station?

No.

For local trains can you buy on board?

Not if the ticket office is open or the TVM sells the required ticket. You must always buy before you board if you can - and Northern are quite prosecution-happy when they do a blitz.

If you're going to do it I suggest asking the guard BEFORE boarding to ensure that he is OK to issue your chosen ticket and has the equipment to do so before you meet an RPI.

It's worth noting that while it isn't currently a penalty fares station, I'd expect penalty fares on Northern Rail trains from there to be introduced at some point in 2019 or 2020. Northern have been gradually rolling out penalty fares over the last few years and as this map shows, the services out of Lancaster are now one of the few remaining gaps in the penalty fare area.
