Junction Indicator Alight

Do anyone know of any way a signaller can make a junction indicator alight without any track being occupied? During commissionings I have asked the signaller to make the junction indicator alight and they do it without the track dropping (and i know this because I know the track relay hasn't dropped etc.). Can you think of any way?

If the diverging route isn't approach released from red, the junction signal will show a proceed aspect with JI immediately when the route is set, even if there's no train on approach.

The Box TO/CCT may have been asked to apply controls. You should check the control tables for the route to confirm if the berth track occupied is required.
