ITX Package Reading to Wokingham.

I have been looking at BR Fares and came across this strange looking return fare between Reading and Wokingham.
The ticket type is ITX Package 98y route GWR only and costs 5p.It says this fare is not normally available to purchase.I was wondering if anyone knows what this is as I have never heard of it.

Inclusive Tour eXcursion rail fares are the same as their airline counterparts, they're only available to travel agents to form part of a package holiday. As a general rule 5p or £999 are nominal placeholder values for special tickets.
