With an ITSO Smartcard, can a ticket from a different area be loaded onto it provided that works on ITSO?

For instance, can a West Yorkshire M-Card be loaded onto a South Yorkshire TravelMaster?

In theory yes, in practice not often as PTEs and operators can restrict their products to only be loaded onto their cards (even having bus and rail products from the same company can be a problem). The only products I'm aware of being available on any card are TfGM's (currently just bus only SystemOne tickets).

Agreed. Plus if there was an on train ticket check I wouldn't want to show a Brighton & Hove 'key' on board a Northern grin, even if it had a valid wypte m-card loaded and serial numbers matched to the paper counterpart.

If I recall, Brighton's bus companies all got together to accept the same ITSO smartcard.

Of course they could, but the dogma is that the private sector knows best, which is why the DfT is simply requiring TOCs to offer a smartcard product but only fairly loosely specifying how it is to be implemented. Leading to everyone involved having to learn from scratch (and conveniently avoiding the DfT getting the blame for increased restrictions on tickets).

Yes, though I think you've kind of missed my point, which was that currently northern rail staff do a visual check of these passes, which includes comparing the number on the itso card with the number on the counterpart.
