Plenty of FCC drivers live in Colchester, Southend, Clacton, Lynn drivers live in Norwich, Yarmouth, there is even a kings cross driver who lives in Plymouth (he stays with a mate if unable to get to/from work I believe).
Out of interest when does this fatigue index come in to effect? The only thing I know of it is what TDK says on here. There is no talk of it at work, quite the opposite with diagrams being lengthened and tightened up. I can't see FCC relaxing any of the work in order to meet a new fatigue index!
