is it time to redraw the UK map with the new fix fee Contracts?

Wonder if they redraw the maps with less TOC or maybe they want more. can see Northern going into 2 areas for sure.

I can see Northern being split up to maybe two or three TOC areas:
  • Liverpool, Manchester and Leeds city services could be called Northern City or something alike. Or they could become their own seperate operators such as London Overground run by their own authorities
  • Long distance and/or rural routes could be another TOC, similar to Regional Railways
  • Everything else could be transfered to East Midlands Railway (Sheffield to Lincoln comes in to mind) and other operators.

Will it not be the case that the default is always the DfT that provides the service, should no bid be made for the service? And also the classification of a given route? There would come a point where the cost of operating the route directly is less than the cost of outsourcing the contract to a 3rd party.
