Is European procurement any faster than ours?

Question prompted by noticing that the Tyne and Wear Metro fleet replacement thread has been running for 7 years now - unlike the trains!

There are instances that can prove and disprove that. The Class 374 procurement started in 2009 and it took nine years for all of them to be introduced, at least according to Wikipedia. The ICE 4 tendering process began in 2008 and services began in 2017, again according to Wikipedia. However, there will inevitably be examples that prove it true. As a general rule though, I'm not convinced there's much of a difference.
