The Telford Steam railway shouldn't be too bothered by this. The route needs much rebuilding and doesn't seem to go anywhere central in Telford.

The proposed rolling stock looks more conventional but should have a more conventional cost. If it had buckeye couplings and jumpers, then it could at least be rescued by a 37 when it broke down. It might even then work with other units in multiple!

I don't see the point of railway infrastructure costs for mere bus capacities but perhaps I need a new armchair and crayons.

The Telford Steam Railway hopes to go as far as Lightmoor Junction where an island platform will connect with the VLR which will take passengers to Ironbridge and vice versa.

That's the idea anyway.

For clarity, the Madeley Jn to Lightmoor Jn is the existing line just East of the A442. It continues on to the old power station site which is being redeveloped for 1000 homes etc

The Telford heritage line occupies the South end of the (mostly lifted) Wellington and Seven Junction line from Ketley Jn to Lightmoor Jn on the Western fringe of the town..

As you say Lightmoor Jn would offer useful interchange (without over-extending the heritage line). Both routes would miss the town centre.

Telford, like other new towns (e.g. Skelmersdale) is quite low density with separate clusters of housing and a remote centre, so difficult for public transport especially rail.
