Yes, Trainz has a version for the iPad, the game engine is a cut down version of TS2010 - I can't recall what the normal price is but I know it is reduced to 69p every few months.

I haven't really used the iPad version, so can't be sure - I don't think you can add any content you want unlike in the PC/Mac version of trainz. There might be add-ons though?

I believe you have DLS (Download Station - the main, free, content location, with lots of very high quality content) access just like any other Trainz user (although you'd have to pay for a First Class Ticket for a good download rate). I don't know whether you get Content Manager Plus, so otherwise you can go to

Is there any extra UK content compared to the first iPad edition?

Both editions are limited in terms of UK content. I would argue that it's better to save your money for PC simulator given the limitations of the graphics on an iPad, and there is sometimes quite a lot of lagging.

I don't think Trainz 2 has been ported to Android yet.

Train drive ATS on the App Store is pretty good.

Also, HmmSim is looking promising. Basically a port of OpenBVE onto Android and iOS.
