With Samsung phones you usually access it by long pressing the home button. YMMV

On the HTC I have that gives me recently used apps...though I only found this out by accident a few weeks ago, despite having the phone for nearly 18 months!

Recent apps has been a feature of Android since the beginning (albeit not looking anywhere near as good as it does now).

However, only in the last year or so has Google recommended the use of a dedicated recent apps key (physical button or on-screen icon). It seems HTC and others prefer to do things different, which means you might need to double tap or hold another icon.

On my HTC, recent apps is on the option button (and to get the options menu you have to longpress it).

Task Manager is an app in itself, and the default desktop my phone had when I bought it included an icon for it on the main screen.
