I think it depends on the TOC. I think mine will accept "internal" agency applications.

It is up to the TOC concerned. Some TOCs treat agency staff as internal applicants, but I don't know if that applies for all of them.

For an example, Arriva Trains Wales allow 'at seat catering' staff apply as internal applicants as ASC are a subsidiary of Arrvia, however First Great Western do not allow Rail Gourmet staff at the same shore base to apply internally.
