No, although I've just realised an 89 does meet my criteria (only co-co electric, only AC electric loco not to be used in normal revenue earning service on the WCML and the fastest electric loco when it was built).
Next clue, I am referring to a loco class which was built before 89001 and after the A4s.

Record holder: Heaviest UK shunter, highest UK tractive effort.
Unique features: 1 ) Master + slave permanently coupled operation. 2) The only class of 0-6-0 + 0-6-0 locomotives created.

( By the way - class 91 hasn't operated in normal revenue service on the WCML either has it? The Euston - Manchester run was a test... )

Not a class 13, although it is yet another loco which fits the criteria.
Not sure if they still do but for many years the 91s used to regularly run on the WCML between Carstairs and Glasgow Central. I'm pretty sure 89001 was never used on this run.
