Businesses do not publish this kind of confidential information for the benefit of all and sundry. Some of the clearance work for can be absorbed in overall programme.
Either WCML is cleared for 26 metre vehicles or it is not. The issue is not really the length of the vehicles as the bogie spacings though the two are obviously connected. End cars are not the same thing as intermediate cars.
From what you are saying, the only thing that makes sense on the Cotswold Line is to split through trains at Oxford or accept low load factors beyond Oxford.

Yes you are. The waste is dragging diesel engines and fuel around over electrified lines, plus the cost of procuring the kit in the first place. Extending electrification from say, Oxford to Moreton-in-Marsh yields little if any savings once bi-mode trains have been procured.
I agree that they are not ideal but the centre saloon has five bays and the main objection to 1/3 : 2/3 is draughts when the trains are at stations.
Because there is not total freedom to change seating layouts does not mean that they cannot be changed at all, does it? And all the other difficulties you have thrown up are premised on that assumption. The engine disturbance in a 165/166 is nothing like that in a Voyager with an engine twice the size.
EMUs for London to Oxford and apply thinking for serving the through Worcester to London passengers. How about through trains at the most popular times and a change at Oxford for the rest of the time?
It is the same waste of energy as running trains with equipment under the floor switched off.
Which would appear to set a sensible date until which the most cost-effective solution would probably be to keep HSTs running.

Doesn't matter how often the locos would need to go to a main depot. they will still need to go to a main depot, on diesel power, under wires for many miles.

What off-the-peg locos are these? The Class 67 is a dozen years old, no longer built and geared for completely different duties than start-stop every seven or eight minutes. The Class 68 is yet to run a wheel and again is not designed for operating in that way, nor has its Caterpillar engine been subjected to this type of duty - look how long it took to find something that could replace the Valenta in Class 43s. I've already made these points before, but yet again you have just ignored them.

There are no conflicting views on the volume of traffic beyond Oxford, not in my mind or my posts, at least. Peak trains are very busy and require all the seats in an HST west of Oxford. Off-peak volumes are lower but 166s are not adequate much of the time and 180s are just about able to cope. Yes, the odds are traffic will grow, but not to to extent that it will require HST-size trains off-peak.

Nor is it "exactly comparable" to your pet obsession of Waterloo-Weymouth. Bournemouth is as far in journey time from London as Worcester. Oxford is under an hour.

The "kind of options" you suggest are, oddly enough, all the well-worn ones that fit in with your prejudices. I'm fully aware of the loadings either side of Oxford (I should be, since I commute on the route) and have already pointed out that the IEP plan calls for trains to divide and combine at Oxford (and Swindon for Cheltenham). I have also previously pointed out that the md of FGW noted that five-car 180s, with not that many seats fewer than a five-car IEP, can be near fully loaded now west of Oxford, never mind with likely future growth to factor in, so something bigger than five cars, but smaller than an HST, may well be needed.

So your latest smokescreen for failing to provide evidence of your "major infrastructure upgrade" is that it's commercially confidential, is it? Whatever next...

Yes, DMUs are ideal for lightly-trafficked lines but where are all the places your diesel locos are going to be re-used once electrification spreads? Re-engineering locos is not an insurmountable challenge, no, but it wouldn't come cheap and why would you bother when we are awash with heavy-haul freight diesels with years of life left in them anyway? Another point I made previously which seems to have passed you by.

No-one would ever extend electrification just to Moreton-in-Marsh. It might be a short-term intermediate stage while the whole line to Worcester was being wired but nothing more than that.

Turbos are not ideal? That's putting it mildly. They are a lash-up hasty conversion of a suburban dmu design, which were created when NSE needed rolling stock to work the route when it was transferred from Regional Railways. They're just lovely sitting at stations in the current weather conditions with the doors wide open. More like sitting in a fridge than "draughty".

The issues with header tanks were why nothing was done with the seating when FGW carried out the refresh programme, in combination with the need to alter the brakes if you did switch seats around. The costs involved are far from trivial. And that does nothing to address their lack of seating capacity now, never mind if you put 2+2 seats in, that they are not able to handle 500-plus passengers, that lots of the platforms are too short for 2x3-car formations, that there are no catering facilities (Travelling Chef breakfast services are well patronised). And the engines are, as I pointed out, but you chose to ignore yet again, pretty much at the outer limits of their capabilities now in a 166 - the non a/c 165s are quicker off the mark. You also chose to ignore my point about them only being able to run at 90mph.

Rather like posts elsewhere about tearing apart perfectly serviceable Voyagers for all manner of bizarre reasons, you seem to have come up with a solution for something that isn't a problem. The best thing to to with Turbos is leave them well alone and send them somewhere, say Bristol, where they can carry on doing the kinds of things they are good at - which isn't long-distance express work.

Services between the Cotswold Line and London need high-quality, high-speed rolling stock and some is on order. The 166s were a useful stopgap in the 1990s, when no-one was entirely sure what switching to through running to and from London all day would do, after a decade of peak-only trains, but the growth in traffic they generated made them entirely unsuitable within a few years.

If you had bothered to read my posts on previous occasions when someone comes up yet again with the notion that maybe you could boot everyone out at Oxford, you would have seen me make the point that the through running to and from London is what has driven the growth on the route for 20 years. Reverse that and you will drive off many passengers in no time at all. Hope you read and absorb it this time.

Dave1987, I'm still waiting to hear from you about either running diesel locos miles under wires to get them to a depot, or how you will magically electrify the entire network in one go so we don't need bi-modes or diesel locos.

So if they put a bigger engine in an 08 shunter it would do 100mph would it?

It is gearing that effects top speed, a car with a manual gearbox will do 120mph in 6th gear, but the same car will only do about 30mph in 1st, everything else is the same its just the gearing that has changed.

Any Turbostar can reach 100mph, aside from the LO 172/0s which are geared for 75mph. That speed is the lowest we will build any mainline trains for, PPM or similar excluded. What I neglected to mention was that a new batch would have to have new engines as emission regulations have changed.

How easy is it to regear a train? Is anyone interested in turbocharging a shunter? Electrify the entire network? £18bn pounds according to infamous handyman electrician HSTed; cancel HS2 Phase 1. Or raid Bob Crow or something. And buy some beautiful new handcrafted HSTs and Thunderbirds from RAGNARØKR as we won't be generating enough electricity. Experiencing blackouts on a regular basis. Relay Depay coming from Dave1987's kitty <D <D <D

Your earlier post intimated that changing the engines in the 172s would enable them to reach 100mph (not the case), now you are saying they would need to be re-geared (as I stated), which is it, make your mind up!:roll:

172s could reach 100mph by keeping the engines and changing the gearbox/ final drive, they might take a while to get there (probably quicker than a 170 manages though) but they would do 100mph.

The engines in a new batch of 172s need to be updated for 2012 emissions regulations ---

And the Lymington Branch is an obvious exception as the train would not make 100mph before having to brake... and it would not be operated by diesel traction in any sane world.

And as to the Uckfield Line, 100mph running capable stock allows through journeys to London that would not be practical otherwise on the modern network, and also allows for potentially reduced journey times in the future in line with future linespeed upgrades.

Also most operators who run lines where there are short lengths between stations also run services on lines between IC services or at least other 100mph speed services. As such the costs of providing all 100mph stock is often less than having to have two different fleets to run the slow and fast services independently.

Actually I'm about 90% certain that all 172s have been delivered geared for 100mph running. It was planned for the LO to be 75mph but it didn't happen in the end, I'm fairly sure anyway.

But if the intermediate cars were 25.1 M long it would be a different story. If 25 metres was really possible why were Pendolino intermediate cars specified to a shorter length?

For the rest, it would take the resources of a consultancy like W S Atkins to refute your arguments conclusively. Without these, discussion will go round in circles.

IEP is innovative in several major respects - bi-mode and the dimensions of the vehicles. They are also the most expensive trains ever to be ordered for operation within the UK.

Experience has always been that innovation is risky. The more innovation, the more risk. At best, things settle down after a period of teething troubles. At worst, and this has happened in the past, major modifications have had to be applied to entire fleets. It took a couple of years to resolve problems with the Southern's CEP and CIG units, which were of agricultural simplicity and robustness. In the case of the former class, which were promptly christened the "rock and roll trains", replacement bogies were required. The railway environment is in some respects one of the most punishing on the planet.

Prudence and experience would suggest that anything as novel as the IEP should not even have been contemplated before a thorough development and testing programme had been completed. Anything else is asking for trouble. As you live on the route you will be well placed to observe the settling down process.

I would not disagree but equally important factors are surely the location of stations, the provision of connecting bus services and the frequency and times of the trains. For example, if the last train is around 2000, then people will use cars to go out in the evening.

The train also has to offer superior comfort and facilities for cycles, prams, etc if it is to compete with local buses. And the fares have to be competitive.

I think you are right, it is just top gear (6th?) which is locked out, this would also account for the pathetic acceleration because if the gearbox was the same but the final drive was geared for 75mph max you would expect them to be a lot quicker off the mark as every gear would be shorter.

I know that you are trying your hardest to find things to criticise IEP for but... they are the most expensive train ever to be ordered?

Is that really a surprise?

Due to inflation prices aren't going down.

The nine coach versions are going to be the longest passenger trains introduced since the 1970s.

The bi-mode capabilities save the cost of having separate diesels, but are obviously going to be more expensive than a simple EMU.

Given all of this, the fact that they cost more than what trains cost in the past isn't really news, is it?

They are the most expensive trains (by a good margin) even when you take inflation into account.

They also include rather more than just the cost of building them in that figure which most other procurements don't.

The fact that it costs twice as much as a 140mph tilting train is pretty shocking.

Try reading Rail Business inteligence, Private Eye , Modern Railways and so on . Pendolino costs half the diagrammed cost per vehicle per month leasing that IEP does FACT . if you know different do let me know , but I suspect you don't .

If you look at capital cost terms, the IEPs do not come off significantly worse than newbuild Pendolinos.

The problems is that this is a PFI, and PFIs always give absolutely awful value for money.
The Public must stuff money into the pockets of Agility Trains because "the market commands it", not because its a good deal.
Because buying the trains outright would be socialist and thus something inefficient from the days of BR, nto the modern "efficient" railway.

As to the connecting bus services being more important.... there is no such thing as connecting bus services in Britain, deregulation killed all that.
And if we use that argument taht the speed of the trains is unimportant... why not replace the entire fleet with a giant fleet of trams that could run under 750V trolley wire at 50mph using visual rules.

Travel times ahve to stay up if anyone is going to use the tram compared to simply taking an "express" bus all the way from A to B.

For me as somone that is not sure about IEP, but not against it the problem is not the cost because as HSTEd has pointed out in his post above, that is something that cannot really be controlled.

My concern, is that the initial IEP trains are going to be constructed in Japan, prior to the factory being opened here. For me to see that it is a good deal, then the trains should be constructed here from the start with all parts for them sourced within British Companies. However, given the markets I don't suppose that nowadays you are ever going to get a train that is 100% British in its manufacture and parts.

I am also not sure if Hitachi is the right company to be building the trains that we are going to be using on most of our major Inter City routes for the bext 30 - 40 years. I know they have had good success with the 395 Javelins, however my one and only experience of them with travelling from Stratford Internatioanl into St Pancras, I found it to be a more bumpy ride than you get with travelling on a Voyager from Reading to Oxford.

If the same suspension system is to be used on IEP, that is on the class 395's then for me major improvements in ride need to be made so that they give a comfortable ride for the passengers and are not just trains built just because they suit the requirements of the job.

They are a 'firm' ride but are likely tuned in favour of the high speed line whereas the IEP will be for NR track. I hope it will also be considerably more luxurious inside too than the rather utilitarian 395.

I do agree if we have to have IEP, in whatever shape or form, it should go to a British firm like Bombardier. It would be such a huge contract that it would create 000's of jobs. If we have to waste vast amounts of money on this thing at least keep the money in British companies!

Ah yes, Bombardier: The company with it's headquarters in that well known "British" town of, ahem, Montreal. ;) You do realise that if Bombardier had won the IEP contract then they probably wouldn't have even built the trains in the UK? Most of the long distance trains that Bombardier have built for the UK were constructed in Belgium: All of the Meridians were built there in their entirety and shipped over complete, and even the Voyagers that were assembled in Crofton, Wakefield were shipped over from Belgium as complete pre-painted bodyshells ready for fitting out and marrying up to their bogies, etc - Some of the Voyagers were also constructed entirely in Belgium.

The IEP construction programme is creating hundreds of new jobs - Around 700 new jobs I believe at Hitachi's new factory in County Durham: As Robbies has already explained, it is only the first few IEP trains that are being constructed in Japan; It allows for more extensive testing to take place in order for any faults and niggles to be identified and resolved and the design to be altered accordingly before the trains go into full production; after that, the main part of the production run will take place from the Shildon factory.

The infrastructure on many rural routes will never support line speeds above 75mph. Using units geared for 100mph running on rural routes will not lead to reduced journey times in the slightest, as the frequent stop-start nature of these lines between closely spaced stations will mean that 100mph trains will probably be heavier, have slower acceleration characteristics and will be considerably worse on fuel economy over comparatively low-speed, regular stop services than a comparable 75mph unit.

What such an approach is probably going to achieve is to make journey times longer and cause a dramatic increase in the operational costs of marginal rural routes: Taken to an extreme conclusion, it possibly wouldn't be long before all we had left would be the core high speed main line network to run these new 100mph trains on, as the subsidies required to support the marginal rural routes would become unsustainable. It's this sort of "one size fits all" approach that is the source of much of the criticism that is being levelled at the IEP!

Why is it unproven? Well, it has yet to turn a wheel. How about that for starters? The BR modernisation plan was littered with god-awful unreliable designs and there are plenty of other more recent examples in Europe. Close to home we have the 180s - lovely to look at and ride in but dodgy under the floor, or look up Di6 locos or BM72 emus in Norway, the IC4 dmus in Denmark, or the Fyra V250 high-speed emu - admittedly Ansaldo-Breda is largely responsible, but it still shows you can build a dog of a train quite easily.

I seriously doubt the specification for a Class 68 asked for it to be able to start, run up to 90-100mph and then back down to a stop again in a few minutes, and do that seven or eight times in just over an hour - that's what working the Cotswold Line between Oxford and Worcester involves. The brilliant design of the HST - and its engines - allows it to handle that kind of workload - and that is what would be required of any loco dragging an electric unit, if IEP didn't happen.

Try reading Rail Business inteligence, Private Eye , Modern Railways and so on . Pendolino costs half the diagrammed cost per vehicle per month leasing that IEP does FACT . if you know different do let me know , but I suspect you don't .

As HSTEd notes, the IEP is being financed in a completely different way from 390s - that is not the fault of the IEP, or Agility/Hitachi. That's the fault of DfT, which belatedly now seems to have realised it's not very good at ordering trains, in the light of its move to get Southern to procure new emus in conjunction with the train leasing companies.

There's nothing novel about bi-mode technology on a main line railway, as has been pointed out many times before. The Class 73 on your beloved Southern, locos used on trains in tunnels under New York drawing current from a third rail which then switch to diesel outside the city and SNCF has dozens of bi-mode multiple units in service across France. The basic underpinnings of an IEP, same as with a Class 395, are derived from highly reliable Shinkansen technology developed over many years in Japan.

Hitachi is planning to build IEP prototypes, which I think are meant to arrive for testing in 2015. Fleet introduction will not be happening until 2017 (the first GW electric services are due to be emus to Reading, Oxford and Newbury at the end of 2016), so there should be a bit of time for test running of the prototypes before getting the production lines up to full speed.

Interesting doing some reading up on IEP that the industry thinks bi-modes will increase journey times and thst there would actually be fewer seats than on offer today with HST's.

Fewer seats? A high-capacity eight-car FGW HST has about 580 seats. The nine-car normal-density IEP shown here https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/3469/iep-train-layouts.pdf has, er, 627 seats. The five-car has 315 seats. A Class 180 has 280. How is that fewer seats?

Or is it going to be as hard to post your sources and explain the maths of your claims about seating as it clearly is to offer an explanation of how your diesel locos are going to get to a traction maintenance depot from Oxford and Swindon without miles of running under electric wires for year after year, or, alternatively, how you are going to electrify the entire network at one go? I won't be holding my breath waiting for a reply...

You're very good at putting up negative posts about waste or this kind of stuff but not very good at giving sources or justifying what you post here.

I do agree if we have to have IEP, in whatever shape or form, it should go to a British firm like Bombardier.

British firm? It's about as British as Siemens! The location of its headquarters is in Germany, though that's Bombardier Transportation, Bombardier the parent company has its headquarters in Montreal, Canada.

The only thing British about Bombardier is that they happen to have a factory in Britain (which I'm pretty sure they'd like to close). That's about it. Actually I think I read somewhere that, for all the moaning about Siemens taking jobs from good British workers when the Thameslink deal was going down, Siemens employ more people in the UK than Bombardier do. But because they don't build the trains here...

Anyway more on topic. I've never understood the hostility to Hitachi building these trains? They're setting up a factory (rightly or wrongly) in this country to assemble most of the trains here which is more than can be said for the other train builders we use. Yet they still seem to be getting a very frosty reception. It's not as if they've not had success in the UK the 395s are on the whole very good trains and they're not to shabby at building trains in Japan (who are normally considered to have pretty good railway network).

In fact, Foster found that some journey times would actually be longer using the new trains, compared to today’s 30-year-old stock. He repeats what the industry has long warned. He says that the key IEP objectives of increasing both train and network capacity may not be realised, because the trains are to be shorter than envisaged and with a lower performance than first proposed.

He finds that on the Great Western, IEP would, in some cases, result in fewer seats being available than there are today. And the timetable would require almost 100 per cent utilisation of the network’s capacity, putting ‘unsustainable pressure’ on day-to-day operations.

That would only be the case on bits of route that don't justify a full length train - in the way that off peak services to Worcester/ Hereford/ Cheltenham could cope okay with a five coach IEP (instead of a full length HST i.e. two power cars and seven or eight coaches). Maybe also the Weston extenders beyond Bristol, the Harrogate portion beyond Leeds, that kind of thing.

I mean, think of the wasted energy dragging all of those surplus tonnes all that way - a bit more of a "waste" than worrying about just the weight of three fuel tanks...

Sorry my original post was written in temper and not very usefull . Rail business intelligence obtained their information from a freedom of information request to Lord Attlee , including Pfi it worked out to an annual cost of £449m or £12.3b in total over the 27.5 years of the contract . With a guess at inflation Lord Attlee worked the total to £17.8b and they divided this by the total of diagrammed units to get the monthly lease costs.
