I keep asking opponents for how they'd rather services were run, but they never get into specifics. Since we haven't electrified every line, any "solution" is wasteful - is running diesels long distances under the wires not wasteful?).

Did you miss the part yesterday when we discussed the fact that 390s are 25m long in the front/rear coaches? They managed that clearance on the WCML without "significant infrastructure improvements", didn't they?
Yes because the Pendolinos have bogies at 16 metre centres. IEP bogie centres are around 19 metres apart. There is a figure of 18.7 metres quoted. Overthrow is proportional to square of distance between bogie centres.

It cannot have been or the all the vehicles in the Pendolino sets would have been longer.
If it was as good as you claim then why didn't they build more EMUs and a small fleet of locos? Instead they built some non-standard DMUs and run them all the way to London (despite the electrification).
The Turbostars are used on the Uckfield line are pretty standard apart from the couplings.
Does that not suggest that the "33" way of doing things wasn't a great idea?
How do you work that out? There were nearly a hundred class 33 locos. Twenty of them were adapted for push-pull operation. It would need at most three locos to run the Uckfield branch on the same principle. The class 33 have all gone. It is a different situation.
What's it got to do with this? It's one of the routes where bi-mode is required. Currently we have HSTs travelling 400 miles under the wires (more when the EGIP is done) - but certain people don't think that is "wasteful". Odd.
It depends on the extent of it. Well respected commentators take the view that a little bit of diesel running under the wires is not wasteful. The overall thermal efficiency of the diesels is better, if that is a consideration.

If it is just a couple of trains a day then use diesels for the entire journey, then bi-mode is not necessary at all. The whole IEP concept is wasteful from start to finish.
With bi-mode you can gradually continue the electrification and do the switch over a little further along each year until the whole route is electrified.
Where is the incentive to carry on with this investment once IEP is in service?
You'd still need an engine sitting at Edinburgh for most of the day for this once-a-day service - great use of resources?
That is what proper diagramming prevents. Get it right and it will be arriving at Edinburgh with a southbound train about half an hour before it is scheduled to pick up a northbound train arriving from London.

Yes it tells us everything about the Uckfield line and its relation to the Southern system. Have you ever been to Uckfield? The handful of Turbostars on Southern has been useful. They have been used to open up new services for which they were not originally intended. Considering what was available at the time, this was the best option. The line is so insignificant that it is not worth the trouble of trying to work at the details of a loco-drag operation and there were no suitable locomotives available.

What is the waste, precisely? These under the wire operations are a small fraction of the total mileage on the route. The economics of the electrification are justified by the mileage within the electrified core.

What a great use of resources.
So either don't run through services or run the diesel all the way, or do a loco change. But now you are making a long list of these situations it starts to look as if a fleet of diesels could be justified. But in the end it comes back to what Foster reported - there are less expensive ways of doing it than by ordering a fleet of bi-modes. That waste is double the size of the alternative wastes you are talking about.

I do not need to do a Lance Armstrong and come clean until the figures have emerged, which could take some time. And even after that there will be costs as it becomes necessary to clear more of the system for the longer vehicles. It will take a decade for all the costs of this decision to surface. The depot upgrade is not trivial either.

If it was only a minor matter to improve the clearances for 26 metre vehicles why was this not done as part of the WCML upgrade? It would be surprising if nobody had considered it then.

Sorry but any "small facility" at Oxford, and Swindon, or Gloucester, or Cheltenham, or Worcester, would need to be backed up by somewhere with heavy maintenance facilities, like those in London or Bristol, Plymouth and Swansea. To reach those sites diesel locos will have to run for miles under electric wires. So that's money for a mini-depot, for a mini-number of expensive, bespoke locos, and miles of light engine running on electrified routes - and this is better than the supposed evils of a bi-mode IEP?

HSTs have far too many seats for trains west of Oxford outside the peaks, even with continued growth off-peak, that will remain the case. FGW proved this in 2009-10 when HSTs initially replaced the 180s - and went back to the much cheaper to operate 166s sharpish.

Well, knock me down with a feather. We're back to the usual line of "well, there just ought to be a major infrastructure upgrade, because I say so". You were very clear that this was going to happen - despite failing utterly to provide any evidence - now it's "until the figures have emerged". Why haven't the figures emerged, when Network Rail is already carrying out all manner of clearance work on GWML structures for electrification, with which project the IEP is intimately connected.

If you're so worried about supposed wastes of money, why would NR not be doing your "major infrastructure upgrade" at the same time as all this other work to keep costs down. Perhaps because it isn't needed, which is why they have never said such a thing is required. Not even in that Western route business plan.

When WCML was upgraded, the DfT had not taken a decision to go to 26m coaches. Railtrack had many faults - should we now add lack of clairvoyant powers on the part of its staff to the list? Never mind that DfT wanted to use some IEPs on part of the route, suggesting, yet again, that should it ever happen, a "major infrastructure upgrade" is unlikely to be needed - especially when the 390 driving cars are 25m anyway, as other have noted.

Same problem as Cornwall. Carry on with the HSTs. Or loco haul all the way. Or change locos. The DfT screwed up by not coming up with a replacement, which was the original aim of the IEP project.

I've pointed out why HSTs don't make sense on many Cotswold Line trains. The original aim of the IEP project was overtaken by events - the decision to resume electrification of main lines.

There will be plenty of non-electrified routes in 35 years time.

Most of which are likely to be lightly-trafficked routes in sparsely-populated areas, which will never sustain loco-hauled passenger trains. And any loco designed for fast stop-start running on passenger trains is not going to be a huge lot of use on bulk freight.

Once IEP is in service, where is the business or any other case for extending electrification from, say, Oxford to Moreton in Marsh? IEP kills it stone dead.

Hang on a minute. Dragging diesel engines and fuel around on a bi-mode is a catastrophic waste of money, but there will never be a business case to extend electrification to end this wasteful practice? Am I missing something here?

But in the case of the Oxford-Worcester route, why not just use new EMUs between Oxford and London, probably something like a class 350, and give the 165/166s a thorough refurb for the through services to Worcester? They have nice spacious 23 metre x 2.82 bodyshells and the engine noise is not over-intrusive compared to Voyagers.

They have nice spacious bodies designed for suburban work with 1/3, 2/3 doors - just lovely for journeys lasting two or three hours (Hereford is that far from London) and evil underfloor engines - or are you now trying to graduate your hatred of underfloor engines? And FGW decided they were inadequate for the route back in 2004!

Without a major redesign of the engine coolant system, you can't actually make any changes to the seats (the header tanks sit under some of them) and once you've done that, you then need to modify the brakes due to changes in weight distribution - oh, and reassemble them into long formations able to handle the number of passengers on ever-busier trains, fit selective door operation and corridor connections due to the short platforms, provide catering facilities and fit air conditioning in 165 vehicles and put an engine underneath the floor that can handle the demand for power - 166s can just about cope with the new a/c system fitted in recent years but any further demands would start to affect the performance - this in a train that can only do 90mph now, so not a lot of use amidst lots of 110mph emus or 125mph IEPs. My advice would be to just build a new train... oh, silly me, that's what they're going to do anyway.

A little bit? The Cotswold Line trains are a very large part of the express service between Oxford and London. On some of the diagrams, trains do journeys west of Oxford and others just to Oxford, in order to achieve the most efficient use of the stock available, so that would be even more diesel under wires. Not a "little bit" at all.

Sory but when these trains are expected to run for 40 years, the Diesel engines have no use if they are removed, they will wasted massive amounts of energy. Over 40 years how much energy do you think will be wasted by these trains? Cannot believe people are willing to condone this waste.

The diesel engines will have no use? Have you ever heard of standby generators. What do you think those are, if not diesel engines? Lots of engines out of scrapped BR locos have been sold on for further use in other applications. Preservationists have bought some back from industrial users for restoration projects.

And now, could you finally explain what's so great about your diesel locos needing local light maintenance facilities to be built at the places they would be working and what would be so great about them running for miles under wires, on diesel power, to get to a heavy maintenance depot? What about all the energy that will inevitably waste?

In the meantime, in the real world, you have to start somewhere and work outwards. Piling all the costs of wiring the Cotswold Line, Worcester and on to Hereford, plus associated resignalling and the capacity enhancements needed at Worcester on to the GW project makes no sense at all (never mind finding the manpower and equipment to deliver it), as you would still have LM using modern dmus out of Birmingham (the key rail destination from Worcester and, a major one from Hereford).

Wait until XC wires go up from Birmingham to Bristol, and you have a clear dmu cascade strategy in place to use LM's stock somewhere wires won't go up for a while longer, so that buying emus for Worcester and Hereford services stacks up and combine that work with wires on the Cotswold Line and it makes plenty of sense. Same factors of piggy-backing on an XC scheme apply to wiring from Swindon to Cheltenham and Gloucester (and Gloucester-Severn Tunnel Junction).

Sorry IEP total waste of money. Bi-mode is a stupid idea, might as well spend money on just electrifying the whole lot. But as per usual we spend stupid sum of money on ridiculous projects. I will stick by my opposition as industry expects think the same way.

We are electrifying nine hundred miles over the rest of this decade - we don't have time to electrify to Inverness etc before the HSTs become knackered.

I'll ask again for what you'd do instead of IEP though.

I think that the difference is that the pro-IEP crowd are assessing the relative benefits/ disadvantages of the different "solutions"...

...the anti-IEP crowd are only focussing on the negatives of IEP (and aren't giving any* preferred "solution" of their own which people could compare IEP against)

* - credit to RAGNARØKR who has at least offered his alternatives (running diesels all the way from London to Edinburgh, replacing London - Oxford trains with 90mph Sprinters, cutting direct trains to London, trying to do loco-swaps at Haymarket station in Edinburgh etc - at least that's something that the rest of us can form an opinion of - instead of just "IEP IS BAD" without offering your own alternative)

Well the Govt has got a report that says "There are many combinations of the alternatives to IEP that are credible and could be implemented"

I saw the quote that you posted above, but I wonder *what* these credible proposals are.

Obviously a one size fits all scheme like IEP isn't going to be as good at certain things as having lots of different classes/ types/ stock, but then we are in danger of ending up in the British Rail position of having lots of small classes designed for specific things that pushes up costs (look at the small classes like 175s and the problems that they can create).

Any HST replacement for long distance services is going to have disadvantages though (diesels running long distances under wires, extra staff required for drags, cutting direct trains to London etc), IEP isn't unique in that respect.

Please, we don't need a 344 (suggestion primarily for GEML fast 90+Mk3 replacement) if IEP has been developed for similar purposes! There will always be disadvantages and compromises to any choice but it is up to those in the industry to make the right decisions for those who fund the railway, i.e. taxpayers, any investors and of course, the fare-paying passenger.

  • An EMU design for the wholly-electrified sections, and to be dragged off-the-wires.
  • A locomotive design to haul the regular off-the-wires services.
  • Refurbished HSTs, or a new DMU build to cover the few diagrams where having a locomotive to drag one or two services a day isn't worth it.

This means you'd need depots and maintenance facilities for three different traction packages (although you could probably design your new DMU to be roughly equivalent to the EMU). You'd need to deal with light locomotive moves and running round at the termini, or you design a locomotive which can be controlled from the EMU cab at the other end.

Are we sure this will work out cheaper than bi-modal IEPs?

In fact, does anyone have the price-per-vehicle for the two flavours of IEP? Are they hugely different?

Once the knitting goes up from Basingstoke-Bournemouth, the 444s are going to be 344s as well -- it's hardly a micro-fleet. Combine that with the possibility of 344s on CrossCountry services, or even TransPennine ones and you start to have a large fleet of similar trains for a specific set of Intercity services that don't warrant a full-blown IEP service.

I agree about tiny classes - look at the problems with 180s and 460s - hopefully traction orders over the rest of this decade will see some big standard classes for all of the electrification orders etc

HSTs seem to be capable of both the London-Bristol-South Wales and the London-Aberdeen services, so it seems reasonable to assume we could build a suitable replacement train that serves the same needs.

What are we currently running between Paddington and Newbury for commuters? If that's genuinely a commuter route, we have plenty of designs for commuter rolling stock, both diesel and electric.

The IEP Project went from a like for like HST replacement project to a wonder train for all occasions. It now seems like this is being reigned back in.

BR had standard coaches for long distance Inter City work Mk1, Mk2, Mk3. Whilst there were a great variety of designs nearly all 3rd rail EMUS were cheap and cheerful commuter people movers bar the 442's for Bournemouth which were based on Mk3 shells. The humble 1st generation DMU wee configured as Suburban people movers, some longer distance quasi IC types, and as stopping trains with guard vans.

We've seen over the last 20 years IC stock trying to be configured (badly)as commuter trains i.e FGW, new IC stock with poor luggage carrying facilities (Pendolino/Voyager) , short run non standard classes (175) and IC DMU's with commuter doors (Class 185) and yet the most acclaimed trains are apparently Chiltern's refurbished MK3 sets. Demonstrating the divergence in standards that's accompanied privatization.

Should we be getting back to having a handful of types? In the long term (assuming continued electrification) is there any need for anything else apart from:

  • Genuine long distance IC end doors with luggage, space catering etc. 1st & Standard.
  • Inner Suburban EMU (3rd rail and OHLE) -75mph high capacity 1/3 2/3 doors with stand zones. Standard only
  • Outer Suburban EMU (3rd rail and OHLE) -100 mph lower density seating 1/3 2/3 some luggage space. 1st & Standard.
  • Rural DMU- 75mph low density, luggage space. Standard only.

HSTs are also used on some semi-fast commuter services from Paddington to Oxford and Westbury.

We've seen over the last 20 years IC stock trying to be configured (badly)as commuter trains i.e FGW, new IC stock with poor luggage carrying facilities (Pendolino/Voyager) , short run non standard classes (175) and IC DMU's with commuter doors (Class 185) and yet the most acclaimed trains are apparently Chiltern's refurbished MK3 sets. Demonstrating the divergence in standards that's accompanied privatization.

Should we be getting back to having a handful of types? In the long term (assuming continued electrification) is there any need for anything else apart from:

  • Genuine long distance IC end doors with luggage, space catering etc. 1st & Standard.
  • Inner Suburban EMU (3rd rail and OHLE) -75mph high capacity 1/3 2/3 doors with stand zones. Standard only
  • Outer Suburban EMU (3rd rail and OHLE) -100 mph lower density seating 1/3 2/3 some luggage space. 1st & Standard.
  • Rural DMU- 75mph low density, luggage space. Standard only.

  • IEP/SET, new standard. Possible alternatives include Pendolino/Adelante, Voyager or 444 Desiro developent.
  • 378 or variant of OS EMU.
  • Electrostar/Desiro. Aventra/Desiro City.
  • 172 with updated engines

The situation is not as convoluted as it may appear to be. Of course, this can always be improved and the government/DfT will always get it wrong!

Sorry but any "small facility" at Oxford, and Swindon, or Gloucester, or Cheltenham, or Worcester, would need to be backed up by somewhere with heavy maintenance facilities, like those in London or Bristol, Plymouth and Swansea. To reach those sites diesel locos will have to run for miles under electric wires. So that's money for a mini-depot, for a mini-number of expensive, bespoke locos, and miles of light engine running on electrified routes - and this is better than the supposed evils of a bi-mode IEP?
Yes and how often does a loco need to go for heavy maintenance? Once a week? Once a month? Bi-mode involves the procurement and running around of expensive switched-off diesel engines and generators under the floor, which whilst it might look as if it is doing useful work, is as wasteful an investment as the same amount of power built into locomotives, more conspicuously standing in sidings.

You are surely aware that there locomotive designs available off the peg, and of the right power, which could be adapted for a push-pull operation.
HSTs have far too many seats for trains west of Oxford outside the peaks, even with continued growth off-peak, that will remain the case. FGW proved this in 2009-10 when HSTs initially replaced the 180s - and went back to the much cheaper to operate 166s sharpish.
The seem to be conflicting views expressed on the volume of traffic beyond Oxford. Which suggests that it is variable and likely to grow. In other words it is an exactly comparable situation to Waterloo-Weymouth when the electrification ran out at Bournemouth. So if the through route is to be served by more than a handful of HSTs to be kept soldiering on, the kind of options for through running would be an over-powered EMU with a trailer set which would be diesel powered in push-pull mode beyond Oxford, or a by having control trailer sets to be split at Oxford. But the issue of load factor still applies with bi-mode. Either the train will split, or there will be overcrowding between London and Oxford or load factors beyond Oxford will be low.
Why haven't the figures emerged, when Network Rail is already carrying out all manner of clearance work on GWML structures for electrification, with which project the IEP is intimately connected.
Businesses do not publish this kind of confidential information for the benefit of all and sundry. Some of the clearance work for can be absorbed in overall programme.
When WCML was upgraded, the DfT had not taken a decision to go to 26m coaches. Railtrack had many faults - should we now add lack of clairvoyant powers on the part of its staff to the list? Never mind that DfT wanted to use some IEPs on part of the route, suggesting, yet again, that should it ever happen, a "major infrastructure upgrade" is unlikely to be needed - especially when the 390 driving cars are 25m anyway, as other have noted.
Either WCML is cleared for 26 metre vehicles or it is not. The issue is not really the length of the vehicles as the bogie spacings though the two are obviously connected. End cars are not the same thing as intermediate cars.
I've pointed out why HSTs don't make sense on many Cotswold Line trains. The original aim of the IEP project was overtaken by events - the decision to resume electrification of main lines.
From what you are saying, the only thing that makes sense on the Cotswold Line is to split through trains at Oxford or accept low load factors beyond Oxford.
Most of which are likely to be lightly-trafficked routes in sparsely-populated areas, which will never sustain loco-hauled passenger trains.
Which is what DMUs are for, is it not?
And any loco designed for fast stop-start running on passenger trains is not going to be a huge lot of use on bulk freight.
That is a not insurmountable engineering challenge.

Yes you are. The waste is dragging diesel engines and fuel around over electrified lines, plus the cost of procuring the kit in the first place. Extending electrification from say, Oxford to Moreton-in-Marsh yields little if any savings once bi-mode trains have been procured.
They have nice spacious bodies designed for suburban work with 1/3, 2/3 doors - just lovely for journeys lasting two or three hours (Hereford is that far from London) and evil underfloor engines - or are you now trying to graduate your hatred of underfloor engines? And FGW decided they were inadequate for the route back in 2004!
I agree that they are not ideal but the centre saloon has five bays and the main objection to 1/3 : 2/3 is draughts when the trains are at stations.
Without a major redesign of the engine coolant system, you can't actually make any changes to the seats (the header tanks sit under some of them) and once you've done that, you then need to modify the brakes due to changes in weight distribution - oh, and reassemble them into long formations able to handle the number of passengers on ever-busier trains, fit selective door operation and corridor connections due to the short platforms, provide catering facilities and fit air conditioning in 165 vehicles and put an engine underneath the floor that can handle the demand for power - 166s can just about cope with the new a/c system fitted in recent years but any further demands would start to affect the performance - this in a train that can only do 90mph now, so not a lot of use amidst lots of 110mph emus or 125mph IEPs. My advice would be to just build a new train... oh, silly me, that's what they're going to do anyway.
Because there is not total freedom to change seating layouts does not mean that they cannot be changed at all, does it? And all the other difficulties you have thrown up are premised on that assumption. The engine disturbance in a 165/166 is nothing like that in a Voyager with an engine twice the size.
A little bit? The Cotswold Line trains are a very large part of the express service between Oxford and London. On some of the diagrams, trains do journeys west of Oxford and others just to Oxford, in order to achieve the most efficient use of the stock available, so that would be even more diesel under wires. Not a "little bit" at all.
EMUs for London to Oxford and apply thinking for serving the through Worcester to London passengers. How about through trains at the most popular times and a change at Oxford for the rest of the time?
And now, could you finally explain what's so great about your diesel locos needing local light maintenance facilities to be built at the places they would be working and what would be so great about them running for miles under wires, on diesel power, to get to a heavy maintenance depot? What about all the energy that will inevitably waste?
It is the same waste of energy as running trains with equipment under the floor switched off.
In the meantime, in the real world, you have to start somewhere and work outwards. Piling all the costs of wiring the Cotswold Line, Worcester and on to Hereford, plus associated resignalling and the capacity enhancements needed at Worcester on to the GW project makes no sense at all (never mind finding the manpower and equipment to deliver it), as you would still have LM using modern dmus out of Birmingham (the key rail destination from Worcester and, a major one from Hereford).

Wait until XC wires go up from Birmingham to Bristol, and you have a clear dmu cascade strategy in place to use LM's stock somewhere wires won't go up for a while longer, so that buying emus for Worcester and Hereford services stacks up and combine that work with wires on the Cotswold Line and it makes plenty of sense. Same factors of piggy-backing on an XC scheme apply to wiring from Swindon to Cheltenham and Gloucester (and Gloucester-Severn Tunnel Junction).
Which would appear to set a sensible date until which the most cost-effective solution would probably be to keep HSTs running.

Repeat - Foster's conclusion: IEP is a costly way of dealing with the problem.

Why? What problem does the higher speed address? To give a silly example, what would be the point of running trains on the Lymington branch at 100 mph even if that were possible? Or the Uckfield line?

I think what were getting at is a need for a national rolling stock strategy.

But how can there be a national anything when the Conservatives want to give stock decisions to the TOC's? This will be going against the idea of economies of scale & standarisation recommended by McNulty and the result will be relatively small sub-fleets unique to each region. Failure by the DfT to secure the option of the IEP as a replacement for the IC225 for example could mean two incompatible fleets on the ECML.

The mcnutty report as aslef have put it was just ridiculous I'm afraid. When TOC's have to pay leasing charges then why shouldn't they get the choice?

So if they put a bigger engine in an 08 shunter it would do 100mph would it?

It is gearing that effects top speed, a car with a manual gearbox will do 120mph in 6th gear, but the same car will only do about 30mph in 1st, everything else is the same its just the gearing that has changed.

Because
a) Many rural trains have to operate on main lines for significant distances and being so slow would just cause all sorts of pathing issues.
b) Running at 100mph leads to reduced journey times and thus makes rail more competitive with road journeys.

We will struggle to get close to mid-long distance bus/coach services journey times running at just 75mph on many routes.

100mph throughout the network is pretty much the aim.

And the Lymington Branch is an obvious exception as the train would not make 100mph before having to brake... and it would not be operated by diesel traction in any sane world.

And as to the Uckfield Line, 100mph running capable stock allows through journeys to London that would not be practical otherwise on the modern network, and also allows for potentially reduced journey times in the future in line with future linespeed upgrades.

On many rural lines there'd be no point in upgrading the infrastructure to 100mph, there's little chance to get above 75mph before the next stop anyway.

There's nothing wrong with 75mph trains. One of the problems we have is the obsession with "big fast trains" which means we've had plenty such units built in recent years (175, 180, 185, 220, 221, 222 etc)...

...so we see 90/100mph stock with rubbish acceleration (158/ 170) dumped on "local" lines where they are wasted.

People are too hoodwinked with the exciting fast side of the railways and ignore the fact that the bread and butter of the operation is local routes where 75mph is as fast as things need to get.

Because in 5 years time they reach the end of the franchise and somebody else ends up running the franchise with sub-standard equipment, Cross Country is a cogent paradigm, Virmin had a big part in the order for the stock and now Arriva are stuck with the mess.
