Can I just float the idea that if the 5 car ieps prove to be too small that they could just simply build further coaches and slot them into the formation just like with the pendolino. If the demand is there it won't be exactly challenging to do that. Meanwhile if the demand isn't there on some portions of the route portion working seems a sensible compromise.

It has been floated but unfortunately the IEP master has rejected it.... Don't ask. Apparently you have to expand all at once not just the ones you need....

No, they aren't evil, health & saftey requirements generally aren't. But don't you admit it seems silly to have more of them than you need (one at each end of the train)?

No, you just have the problem of lugging around a half-empty train much of the day if you use nine cars, wasting energy, which is something you used to go on about a great deal.
Well 2x5-car would also be lugging arround the equivelant of an empty carriage so that's also wasting energy. And, because of my concerns about waste, I pondered whether you could put some 7-car or 8-car sets in the fleet, maybe even a handful of 5or6-car sets as direct 180 replacements, to save running 9-car all the time.

The trouble with your idea is that it would completely remove the ability to couple and uncouple trains to reflect variations in demand and would produce seven-car trains that were too big for lots of jobs, which won't need 450 seats, and too small for lots of others, which will need more than 450.

Which is why you have different length sets that you sensibly diagram on services as appropriate. Just like the 180s at present, diagram a short train where you can and a long one when at least one service in the diagram needs it. Just, if there's a demand break (like east/west of Oxford on the Cotswolds services) don't try to solve the problem with portion working. It means not meeting the demand at the busy end sensibly (running 10 coaches with the capacity of 9) and potentially not meeting demand on the quieter bit either (running 5 coaches when you need 6).

And on the subject of meeting demand sensibly, you were told the following about the impact of the increased service frequency with IEP on capacity between London and Bristol

Similarly, from Oxford, if there are 3 IEPS an hour, plus assorted 100mph-plus emus, there will also be a huge leap in capacity there, same as an hourly 5-car IEP to/from Cheltenham and Gloucester tots up to rather more capacity than an HST every couple of hours.
Not all routes are going to see a frequency improvement though are they? Bristol might be ok with shorter sets, as might Cheltenham, but what happens when a 5-car goes to south Wales or east of Reading? Also, where did 3 IEPs an hour to Oxford come from. My diagramming estimates are based on just one IEP an hour (the Cotswolds service). If you add 2tph PAD-Oxford on top that's another five or six diagrams, which would at least mean they couldn't do portion working as there wouldn't be enough trains.

What is the point of running nine coaches all the way west of Oxford or Swindon, if there are fewer than 300 people on that leg of the journey, whereas demand east of those points is higher, so by splitting and joining sets you balance the capacity against the demand on each section of the journey?
Because, assuming there are peaks where you do need to carry more than 315 passengers on the western leg, you will need enough long trains to cover those services anyway? Because if you order trains assuming you're doing that, you may have some services where you have to run a 5-car beyond Oxford/Swindon because that's the pattern but 5-car isn't enough further west on that service? Because it has the potential to inconvienance passengers? Because running two 5 cars in multiple only gives you the capacity of a 9-car set and puts the train length at 10-cars meaning there's less (if any) scope for lengthening?

If I were to suggest (and I'm not going to, because it is silly and conflicts with my rules for passenger-friendly services) running short fixed formation LHCS trains with a loco and DVT and use them for portion working, without detatching either loco or DVT when the sets are joined, you'd probably rightly point out that it's silly. Ok the two crumple zones in the middle of a 2x5-car IEP wouldn't be quite as much wasted space as having a loco and DVT in the middle of the formation, but it's still quite a bit and still prevents passengers walking through between the joined sets.

If you want more capacity you, er, buy more coaches, which is what has happened with Pendolinos or 333s in West Yorkshire - unless those cases are in some way different to buying more IEP coaches.
The difference between lengthening 390s and lengthening 5-car IEPs is that 390s were/are not worked in multiple. That means you can stick extra coaches in them without much of a problem. With 5-car IEPs, lengthening them would stop them working in multiple which means you end up with more sets than you need (or spare driving vehicles if you use intermediate coaches to lengthen other sets). Far better, when dealing with 125mph stock, to only have the number of driving vehicles needed to run each service with a single unit.

I do love all this stuff about coupling short trains. What is it that you and Rhydgaled know that train operators the world over have clearly failed to grasp, so they persist in doing it, day in, day out?
That depends. Coupling short trains, in my view, makes perfect sense if they don't require large crumple zones for saftey reasons and comply with the following:
  • All units serve every station on route (so no portion working and at least one door on each unit able to open at every station), unless passenger-gangways are provided between units
  • Catering, if provided at all, is available to all passengers in the same form throughout
  • And probably one or two other things that I can't remember right now
Operators which don't do this may just have been landed with rolling stock that isn't fit for purpose and are doing the best they can in the circumstances.

Rhydgaled's various justifications for why IEP cannot work (too late now, I appreciate).
It isn't that IEP cannot work, it can. It's just been rather poorly executed and could be improved significantly.

The only way to buying more IEP coaches would be to convert some 5-car sets into 9/10 car sets, because you can't double up 6-car formations without requiring hideously expensive platform extensions.
This leaves you with a surplus of sets with nowhere to put them.
ECML will be swimming in IEPs, GWML will be swimming in IEPs. MML and XC will be the only place to send them really
And XC, I'm assuming, will be fairly well supplied with Voyager family units. That just leaves the MML, which will probably have wires and need new units before additional coaches to lengthen IEPs can be ordered and built. Much better to get it right first time than lengthen later. As said above, keeping the IC225s could provide the additional IEP vehicles needed to eliminate 5-car IEPs on GW and perhaps enough to cover the requirement for new MML stock too, since they can have the IEP vehicles ordered to replace the IC225s.

With regards to these capacity issues people are suggesting as reasons against 5+5 Super Express Trains (IEPs) during the peak because of demand in the Thames Valley for London. In the London and South East RUS it recommends increasing the length and frequency of fast Thames Valley EMUs to form a total of 20tph on the fast tracks between Reading and Paddington (by 2031) (with Heathrow Express withdrawn from the fast tracks during the peak) made up of ten intercity services and ten Thames Valley services. Far more than the present 11tph. Twelve car EMUs would run these Thames Valley services services (apart from potentially a 5+5 Super Express Train on the Paddington-Westbury commuter route), and using the Electrostar model it uses, each train would have capacity for 708 seated passengers. Measures could be made to attract some Thames Valley commuters off the potentially busier Intercity services by offering slightly cheaper tickets that are only valid on the Thames Valley services.

Lets for a minute assume that GW get some 7 coach sets (bi-modal) which they can use:
- Firstly you end up with a micro fleet, so either you end up needing an extra set for when they are out of service or a 5 coach set would be sent out from time to time. There would be the possibility that they could use a 9 coach bi-modal set, but that would only be viable if they were needed for other services as there are none proposed for GW at present.
- Secondly what happens when passenger numbers get over those which a 7 coach set can cope with, (even if this for one leg, for instance from London to Oxford)? As you couldn't be able to run them paired up with anything else.

If I were starting from scratch, I'd do IEP differently, I'd do HS2 differently, I'd do CP5 electrification differently, maybe not significant differences but we all have our opinions.

However, I've got to be realistic about the compromises with IEP (whether that means bi-mode, coupling units together, longer coaches, drags) and can understand why they are happening.

You are making comments like "Removing the ability to couple is an intentional outcome of my proposals" which suggests you're coming up with any argument to damn IEP with. Its just getting silly.

I don't see what the problem would be in having too many IEP units is extra coaches were procured. I am sure a new home could be found for 5 car units left over (ECML Open Access/Scotland anybody!) Could even theoretically be used for services over HS1 to Hastings.

The Cotswold line is a perfect example of reducing costs by using splitting & joining sets. The heaviest loadings by far are between Paddington & Oxford/Reading; Oxford to Worcester/Hereford almost certainly doesn't need more than a 5-car c800, especially if the service frequency is increased.

Paired 800 & 801 leaves Paddington calling at stations to Oxford as normal using efficient and cheap electric traction. At Oxford the rear class 801 portion detaches and terminates to wait for a returning class 800 (or, even better, once the wires are eventually up to Banbury it runs on as the local service and terminates there). The bi-mode portion then starts up the diesel generators and continues through to Worcester or Hereford using only as much fuel is necessary to haul the required capacity around. On the way back to London the reverse happens.

If the loadings on the line northwest of Oxford increase then the split/join could be canned in favour of 9-car c800 stock, whether through reallocation or by procuring the extra 4 carriages and lengthening the trains. I can't see that happening in the forseeable future though, and the Cotswold line might be up for electrification by the time usage increases to that level.

So 5-car trains are bad because they might end up on routes which need more than 5-cars, and although they can double up to provide extra capacity on those services, various factors may result in one of those trainsets not being available meaning a single 5-car service is seriously overcrowded.

But - a 7-car train has none of those issues, and it is simply a matter for the digramming people to ensure the 7-car sets end up on the correct service.

So a less flexible, less resilient, more complicated option is better, in your opinion?

Rhydgaled, get over it. There will be five-car sets, there will be nine-car sets - there might even be some six-car sets - but they are coming, whatever your opinion. There will be paired formations, there will be portion working, there will be five-car sets on their own east of Reading. On a real railway, not one of your spreadsheets.

Maybe because some ppl believe this train is an extremely expensive flawed project........ Then again some ppl believe its the best thing since sliced bread. Simply a difference of opinion.

Some people believe that it is the best available compromise to satisfy so many different needs and requirements across our extremely complicated rail network.

Expense means nothing unless you compare it to alternatives. PFI schemes theoretically can be good investments if there is enough regulation and the people who write the contracts do their job properly. The IEP contract includes odious penalties for not being able to supply the correct number of working trains into service each day, so it's not as if the private element of the scheme will get the profit but not the risk.

Which is nothing to do with the train is it now? It is the PFI which has done that and all the add ons in the contract.

So actually you have no problem with the train just the contract then? Maybe we can divert to that.

Ow I have major issues with the train in particular the bi-mode aspect as you well know. But we have gone over this before and the contract is signed so they will be built. I just hope they won't be around for too long to waste too much energy under the wires.......

I'm sorry but leasing costs going from £82m to £260m odd is a MASSIVE increase on the East coast. And the ppl who will pay for that are passengers though a hike in ticket prices. And I think the one thing that has convinced me its a bad deal is the way the DFT have changed their minds from letting the next franchise holder decide which option to take, to forcing them to use IEP. So they were clearly not confident the next franchisee would have chosen the IEP option so forced the issue. End of really/

Oh for goodness' sake. People have explained how PFI works already, and even if you were taking that into account you're still not comparing like for like, as the IEPs will last a hell of a lot longer than any HSTs or 91s will at this point.

IEP would last longer than Voyagers, pendo's etc so why not scrap them as well and replace them with IEP? Why not scrap every train after 5 years and replace with a new one? The point is the lease costs are going up so they are clearly not cheaper even when considering maintenance is included in that cost.

Anyway we could argue forever about this so let's leave it there shall we. Just please don't insult ppl who disagree with you and think IEP is expensive and bi-modes wasteful of energy. End of.

Because you're being completely disingenuous when you say stuff like that.

IEP on a PFI scheme is cheaper than keeping 91s and HSTs going for 15 years and then replacing them. It's not cheaper than replacing Voyagers and Pendos, which can be kept going for 25-30 more years without much additional expenditure.

Is it really that hard to understand that the additional maintenance required on the HSTs and 91s for 15 more years is not worth it?

They will be older than most 74s/ 81s/ 82s/ 83s/ 85s/ 87s/ 90s (etc) were when they were scrapped. Electric locos really haven't had very long lives.

The idea of them all reaching forty years only exists in Rhydgaled's imagination.

Now clearly some people either through looking after themselves properly (good maintenance) or good genetics (good design) might live longer than this. But some people who consume no end of things that are bad for them, or are just born 'unhealthy' might not live this long.
The 91s much like the deltics before them were designed with one route in mind, a route which neither are now fit to operate in light of recent technological and operational developments.
The reality now is that LHCS is looked upon unfavourably compared to distributed traction as we look to increasingly optimise the network we have. IEP has a number of features that will be particularly helpful on the ECML, notably the bi-mode operation allowing the end of diesel running on some large sections of electrified route. I also believe the 801s are being fitted with small diesel engines which could prove very useful in the event of OHLE issues that have plagued the ECML recently.
I am also of the impression that the 91s have been largely unreliable in recent years (though this has improved due to a number of measures recently). The 91s will never hope to hit the agreed requirement the DFT have set for the reliability of IEP.

I think most modern trains are incredibly uncomfortable in the attempt to cram as many seats in as possible. The other thing that really gets me is this notion of the loco wasting platform space. When you have 2 of these 5 cars coupled together you will have the cab space plus the crumple zone x 2 of wasted space on the middle of the train. I'm willing to bet that length would be about the same space as a loco. So you have not gained anything with 2 x 5 cars

Every time you say that, it just shows you don't know what a PFI scheme is!

That £182m includes leasing costs for the rest of their lives. It can't be compared to a standard upfront cost.

Define life expired, surely the life of a train is determined by an operators willingness to continue using it. This willingness will be broken down into multiple factors such a cost implications, operational flexibility and reliability to name but a few.
I think most modern trains are incredibly uncomfortable in the attempt to cram as many seats in as possible.
That is more a personal preference than a fact. Anyway it is highly likely that should the 91s have been kept the mk4s would have been refurbished with an interior similar to this: http://www.youtube.com/watch?v=w8ERY4KOCrw is that modern seats I see!!

Well firstly modern coaching stock would have to be built with the same crash worthiness of modern EMUs with crumple zones and the like. Secondly you forgot the effectively apart from for storage useless DVT, I imagine that the leading 1/3s of the IEP set will find similar usage for storage or as a kitchen much like the Pendolino sets.
Finally as has been pointed out before 2x5 car sets will be used for peak strengthening, if they were going to be semi-permanently coupled I would expect re-forming to take place with extra coaches (again much like the Pendolinos), and the whole 'too many units' argument doesn't wash with me either. I can think of several places where IEP would be useful but not the 91. (Liverpool St-Norwich comes to mind).
