The junctions are effectively operated in parallel - eg up slow to Up Fast at Radlett in the same slot* as a down fast to down slow at Harpenden. * ie not at the same time, but using the same gap in the Up Fast.
I have, personally, looked at all the junctions. Radlett and Harpenden are the obvious ones to do something with but making them higher speed is very difficult, if not impossible. Both already have flashing yellows, and there is a proposal to put flashing yellows on Leagrave and Flitwick, although these are rarely used outside of a disrupted service (planned or otherwise).
