Humberside halts - unnecessarily complicated

The Humberside area has quite a lot of stations with a very limited service - some parliamentary. These being:

Arram, Wressle, Eastrington, Broomfleet, Saltmarshe and the Knottingley-Goole line (Snaith, Rawcliffe, Whitley Bridge and Hensall).
You could also add the Barton line (2 hourly) and the Brigg line (1tpd each way).
Now foolishly, while planning, I thought that these were relatively easy to visit (or at least snap a photo on a train that stops there) in an evening or two.
Turns out, almost all of these stations are served by completely different services - with the exception of an 8am train from York and a few Hull-Doncaster services.
Broomfleet is only served by 5-6 unreliable Hull-Doncaster trains, of which most stop at Saltmarshe too, but do not connect well with the Goole-Leeds train.
Arram, Eastrington and Wressle are each served by different York-Bridlington services, most often running around the same time, so changing at e.g. Brough or Gilberdyke is not possible. You you would need either a very long day or multiple days to cover all three.

I'm just puzzled by this seemingly random array of services. Why can't there be one or two morning and evening services from York or Leeds that call at every station between Selby and Hull? Or Saltmarshe being served by all Hull-Doncaster services (it's quite a sparse service already)?
I would appreciate an explanation.

The obvious reason is that it is a two track railway and that a stopping train would prevent faster trains operating over the route. How many people actually make journeys between the intermediate stations, rather than wanting to travel between the smaller stations and the major settlements.

And how many want to visit said stations?

It is odd that Wressle and Eastrington don't have a common westbound service - but that might be a timetabling issue rather than responding to specific demand.

Arram is on a separate route (even if there is through working) and is presumably served at times when there is/might be demand.

Broomfleet, Eastrington and Wressle have had that level of service for decades now, put in place by BR to restrict passenger numbers in the hope of then closing them. Saltmarshe was similar but is now up to approx. two hourly so is a usable service, it's easier to keep them open than close them so nothing changes.

East Yorkshire Council have plans for mass house building north of Howden so there may be a need to increase the service at Eastrington to provide for those new housing areas in the years to come.

Isn’t Arram still open due to the barracks closeby? Would imagine its faster (and longer distance) than the 121 (now 41) bus on the adjacent A164.
