I guess that they hope to recoup any increased running costs by attracting more bums on seats.
That is achieved in 2 ways - having a frequent and reliable service. Offering journey times and ticket prices that compete with the private car.

Ideally they will get round to making all the sets up to 2+5, thereby accomplishing that for the most part.

I can already imagine the 'short sightedness' of the program in 2025 when the trains are getting full, for not having safeguarded a bunch of coaches when they were worth nothing, rather than letting them go to scrap, meaning only a handful can be lengthened to 6 car...
We'll be complaining "why didn't they just standardise on 2+7 like XC, that way you'd be using less fuel per passenger too'' etc etc

2+7 would be too long. 2+6 is the longest that can run which is why only two sets were ever going to become that length.

I think a standardisation on 2+5 is more likely.

Provided the 2+4s and 2+5's + faster journey times + increased frequency = more bums on seats and revenue - the next likely option is electrification +EMUs or none or part electrification + BMU's.
We wait to see what the economy and the working world looks like post-coronavirus!

I always assumed ScotRail would tend towards bi-modes, but that they might later have the diesel engines removed to become pure EMUs if electrification progressed sufficiently.
